Global settings stored in localStorage: master/music/sfx volume, mute toggle (M), show touch controls, reduced motion, control remapping (later).

Acceptance criteria

Mute persists across games and reloads
WebAudio unlocked on first user gesture
Settings reachable from lobby and pause menu
